The FSC Regulatory Module (FSC-STD-01-004) is a voluntary standard that supplements FSC certification with requirements designed to facilitate compliance with the EUDR in the areas of forest management, the supply chain and controlled wood. The standard offers adapted risk assessment tools for companies working with FSC-certified timber, as a significant proportion of the legality requirements are already covered by the core FSC standards.

The EUDR sets out the following requirements for timber suppliers: prevention of deforestation – no harvesting site may be associated with a reduction in forest cover after 31 December 2020; prevention of degradation – after regeneration, the forest must maintain its productivity and biodiversity; and compliance with legislation – all management activities must comply with the applicable legislation.

The certification audit to verify compliance with the FSC Regulatory Module was conducted on 16–18 March 2026 by an independent accredited certification body using a simplified conformity assessment procedure, as Ukraine is recognised as a low-risk country for deforestation according to the European Commission’s benchmarking.

«The FSC Regulatory Declaration will be automatically included in the primary accounting document – the consignment note. This significantly simplifies the due diligence procedure for buyers of forest products in accordance with EUDR requirements, r reduces risks associated with export and opens up real opportunities for entering the demanding EU markets,” emphasised Halyna Domashovets, Head of the Forest Certification Sector of the Department of Forest Management of the SFE “Forests of Ukraine”

We are currently awaiting approval of the new FSC risk assessment for Ukraine – a document that takes into account the national context of forest management, including legislation. On this basis, it would be advisable for enterprises to review their management systems to enhance their competitiveness in the context of European integration requirements.

“The implementation of the pilot certification project for the first management unit under the Regulatory Module is evidence of the European integration vector in forestry development. Ensuring that deforestation and forest degradation are prevented acts as a catalyst for positive systemic changes and transformations, initially at the level of individual forest management units and subsequently across the forestry sector as a whole, thanks to FSC decisions,” emphasised Pavlo Kravets, FSC Ukraine Director.
